TOURNAMENT RULES


TOURNAMENT CHECK-IN

  • Please check-in 45 min prior to your first game. Your team should be ready to play 30 min prior to their scheduled time.
  • An RSC Elite representative will be at the fields to facilitate team check-in.
  • You will receive an RSC Elite coaches bag along with baseballs and tournament rules.
  • Official brackets and game times will be posted on our website.


RSC ELITE TOURNAMENT WITHDRAWL POLICY

  • RSC Elite will provide a full refund minus a $125.00 withdrawal fee for any team withdrawing from the tournament 45 days prior to the scheduled event.
  • Tournament withdrawals inside the 45-day time frame forfeit entire tournament.


RAINOUT POLICY

  • 0 games played = full refund (minus $100.00 fee)
  • 1 game played = 50% refund
  • 2 games played = no refund
  • All refunds (withdrawal or rainout) may take up to 3 weeks to process.
  • In the event of rain and cancellations, teams are awarded based on seeding and only if championship game teams have been established.
  • Awards are only awarded at RSC Elite Fields.


THE FOLLOWING RSC ELITE RULES APPLY! ALL OTHER RULES FOLLOW MAJOR LEAGUE BASEBALL & USA SOFTBALL RULES!

  • In pool play, a coin flip will determine the home team.
  • The coin flip will be conducted by the umpiring crew at ground rules (home plate).
  • During bracket play games, the higher seeded team will be the home team in each game (Championship included).
  • Pitchers must be removed after the 2nd mound visit during the same inning to the same pitcher.
  • Both teams should keep a score book and report the game score to the home plate umpire between innings.
  • Home team will maintain official game book, while the umpire will maintain the official start time. Game time will be announced immediately after ground rules at home plate.


COACHES HAVE THE FOLLOWING LINEUP BATTING OPTIONS

  1. Bat the roster and be allowed free defensive substitutions.
  2. Play 9/ Bat 9 or Play 9/ Bat 10 with free defensive rotations with these 9/10 players.
  3. Play 9 with DH for any defensive position.
  • Starters in options 2 and 3 may re-enter one time in their original batting position. Substitutes removed from a game are ineligible to return. Teams should report all substitutions to the home plate umpire and opposing score keeper.
  • Courtesy runner at any time for the pitcher and catcher. The runner must be the last recorded out if roster batting. If not, roster batting it must be someone from the bench. The courtesy runner can only run once per inning and only for pitcher or catcher.


GAME PROCEDURES-POOL AND CHAMPIONSHIP PLAY

  • Pool play games will end in ties after allotted time has expired or full innings have been completed. If time still remains and the game remains tied following the final inning, you may begin extra innings by utilizing our international tiebreaker rule (each team will start with the previous innings last batted out on 2nd base with one out).
  • Team managers are required to turn in scorecards at the event tent or to a site director following the completion of games. Signed game cards are the official scoring for each game played. Failure to sign completed game card assumes acceptance following 30 minutes after the completion of your game.


Balks and Intentional Walks

  • In 8u / 9u / 10u there will be one warning per pitcher before a balk is called. 
  • In 11u - 18u all balks will be called according to Major League Rules
  • Intentional walks are acceptable.
  • RSC ELITE will not follow a time clock to track time between pitches - this Major League rule will not apply.

 

Mercy Game Run Rules

  • 12 after 3 innings
  • 10 after 4 innings
  • 8 after 5 innings


RSC ELITE Pitch Limits and Recommendations (Baseball)

  • RSC ELITE tournament directors will not be involved in counting pitches or innings pitchers during RSC ELITE tournaments and events. The responsibility of managing pitch counts rests with each team's head coach. 
  • RSC ELITE asks coaches to follow the USA Pitch Smart Guidelines as a tool to not overthrow your pitchers. 
  • Pitch Smart States "Ultimately, it is the responsibility of the coach, and parent to ensure that the player follows the guidelines for his or her age group over the course of a year.


Cleats

  • Metal cleats are allowed 13u-18u divisions - No metal cleats on portable mounds or turf fields. There is zero tolerance for players using metal cleats on portable mounds.


Line-Up Cards

  • Each team is asked to prepare a written line-up. Please list first and last names along with numbers of all players/subs prior to each game. Lineups must be given to the plate umpire at ground rules. Line-up cards will be located inside the coach’s bag received at team check-in. Subs not listed on the RSC ELITE game cards are not eligible for that game.

 

Slide Rules

  • RSC ELITE does not enforce a mandatory slide rule at any base. If a player does not slide to avoid contact and it is determined by an umpire that the play is rule malicious with the intent to hurt, the player will be ruled out and ejected for the game in progress.


Game and Roster Protest

  • Protest shall follow Major League procedures on the field and stop play to file a protest.
  • No protest of a judgement call or game outcome, and only an incorrect rule interpretation can be protested that impacts the natural course of the game.
  • The manager has 10 minutes to present his/her protest, citing a specific baseball/softball or RSC ELITE rule to justify his/her protest to the site director along with submission of a $200 forfeit fee - cash. If the manager does not file his/her protest within the 10-minute time frame, the protest will be considered as dropped and no action will be taken by RSC ELITE or the RSC ELITE Site Director.
  • If the protest is won, the protest fee is returned.
  • If the protest is lost, the protest fee will be forfeited. 
  • Game clock does not stop during protest situations. 
  • Each team should maintain an RSC ELITE team roster online. Teams must first present an online copy of their team's roster and hard copy of their player birth certificates prior to protesting an opponent’s roster.
  • Non-rostered (online) players are considered ineligible. Any team using an ineligible player will be assessed an 8-0 forfeit for game in question when roster is protested, and protest awarded.
  • RSC ELITE online roster protest must be made in-game. Roster protests are not valid after completion of the game. 


Age Chart (2024)

  • The baseball cutoff date is April 30th of 2024. There are also two grade exceptions per team. IF you're within the same grade of your teammates you must present a grade card if in question.
  • The softball cutoff date is January 1st of 2024. There are also two grade exceptions per team. IF you're within the same grade of your teammates you must present a grade card if in question.


RSC ELITE Park Rules

  • Please remove all items, including trash, from your dugout after the completion of your game. Tournament schedules are always tight, so we ask that you clean your dugout before talking with your team.
  • Food and beverages should not be brought into any ballparks. Water coolers may be brought for your team's consumption during your game. Coolers must be placed in the team dugout.
  • No animals permitted on park grounds unless support animal. 


Rules of Conduct - Disruptive Behavior

  • RSC ELITE strives to provide a great atmosphere and experience for its tournament participants and guests. No unsportsmanlike conduct by participants or fans will be tolerated, and penalty for such behavior will be removal from the grounds for the remainder of the tournament.
  • Coaches are responsible for themselves, their players, and families at all times. Any suspension/ejection imposed by umpires or RSC ELITE officials will be served during the game in progress and the next tournament game. This applies for coaches and parents. Players are eligible for next game. Ejected coaches or parents will need to be outside the park during the game in which they are suspended.
  • Failure to leave the field and park as a coach, parent, or player in a timely manner could result in a game forfeit. Forfeit would result in an 8-0 loss. 


RSC ELITE Photo Policy

  • RSC ELITE may use film, voice or photographic records of RSC ELITE tournament participation in the activities for its promotional and or commercial use. This includes (but is not limited to) social, media, and other means of marketing via photography, video and live stream, etc.
